Acceptance of special equipment upon delivery: a checklist of what to check before signing the certificate

The moment of equipment acceptance is the only point where you are on equal footing with the supplier. Once the signature is on the certificate and the machine has entered the site, any claims are resolved longer and with more difficulty. Therefore, the competent acceptance of a backhoe loader, roller, motor grader, or front loader is not a formality, but a protection of your money. Below is a practical checklist, proven in real deliveries, which is equally useful for a procurement officer, foreman, and fleet owner.

Prepare in advance: acceptance begins before the machine arrives

Do not accept equipment "off the wheels" in a hurry when the lowboy driver is rushing to leave. Allocate at least 1.5–2 hours for inspection and prepare everything in advance.

  • Appoint a responsible person. Acceptance should be carried out by someone who understands the components, not just someone who signs. Ideally, a mechanic or an experienced operator of this specific class of equipment.
  • Keep the contract specification at hand. Model, modification, year of manufacture, configuration, engine displacement, transmission type, attachments — everything is verified by paperwork, not by memory.
  • Select a site. Flat, well-lit, with the ability to run the machine and suspend the working attachments. In the dark and mud, you will miss half of the defects.
  • Prepare the securing equipment. A charged phone for photos and videos, a flashlight, and if necessary — a tape measure and chalk.

Step 1. Documents and serial numbers

Documents first, machinery second. If there are issues with the documents, there is no point in looking further.

  • Verify VIN and factory numbers. The number on the frame and on the nameplate must match the documents. Verify that the engine number corresponds to the passport.
  • Self-propelled machine passport (PSM) or an electronic PSM is the basis for registration in Kazakhstan. Check the correctness of all data: they must exactly match the machine.
  • Certificates and declarations of conformity (TR CU), service and warranty books.
  • Operation manual — preferably with a Russian version.
  • Year of manufacture mark. Ensure that the machine delivered is of the exact year specified in the contract — this affects both the price and the residual value.

Step 2. Visual inspection and signs of transportation

Equipment travels hundreds of kilometers on a lowboy, and some damage occurs during transit. Inspect it all around, in daylight or good lighting.

  • Paint coating: chips, scratches, signs of repainting, mismatch of panel shades.
  • Cabin glazing, mirrors, headlights, flashing beacon — record cracks and chips immediately.
  • Hydraulic cylinders and rods. There should be no scuffs, rust, or leaks on the mirror surface of the rods. This is one of the most expensive areas to repair.
  • Undercarriage: for tracked equipment — track tension and wear, rollers, sprockets; for wheeled equipment — tire condition and uniformity, absence of "bald" or mismatched tires.
  • Leakage traces under the machine and on the units — oil, antifreeze, hydraulics. Fresh leaks require explanation.

Step 3. Completeness and attachments

Check everything that should arrive with the machine according to the specification, rather than relying on verbal promises.

  • Buckets, blades, forks, and other attachments — by agreement.
  • Spare parts, key set (all copies), jack, tool kit.
  • First aid kit, fire extinguisher, emergency stop sign, wheel chocks.
  • Presence and integrity of quick-release mechanisms, pins, and stoppers.

Step 4. Trial run and operational check

The machine must not just start, but operate under load. This is a key stage — do not skip it.

  • Cold start. Whether the engine starts without trouble, and if there is no excessive smoke (blue, black) after warming up.
  • Instrument panel. After startup, no emergency indicators or errors should remain lit on the display.
  • Hydraulics under load. Test all working components: boom lift/lower, swing, bucket tilt. Movements should be smooth, without jerks, unusual noises, or sagging under weight.
  • Transmission and travel. Drive the machine forward and backward, check gear shifting, brake and parking brake operation, and the absence of drifting.
  • Electrical system: lights, turn signals, horn, cabin heater and air conditioner, windshield wipers.
  • Operating hours. Check the meter readings — for a new machine, the mileage should be minimal (delivery, factory tests).

Technical fluid levels

Check engine oil, coolant, and hydraulic fluid levels using dipsticks and sight glasses. Cloudy or dark fluid, foam, or a burnt smell are reasons to ask questions before signing.

Step 5. Properly formalize the acceptance

Everything found must be on paper. Verbal promises like "we will fix everything later" have no legal force.

  • Record every defect in the acceptance certificate: exactly what, where, nature of the damage. Support with photos and videos linked to the date.
  • Do not sign the acceptance certificate "clean," if there are comments. Either the defect is eliminated before signing, or it is entered into the act with an agreed elimination period.
  • Verify the final set of documents with the list from the contract and take the originals.
  • Specify warranty terms and the procedure for contacting the service — what is included, what are the maintenance intervals, where to contact in Kazakhstan.

A signed acceptance certificate without 'hidden' claims, a full set of documents and keys, functional equipment in the declared configuration, and your acceptance photos. This is enough to speak with facts rather than emotions in case of a dispute.
